The shift to fracking

When you think about it, it's amazing that a gigantic policy shift to fracking took place without any public discussion at all. So how'd that happen?
There were the technical aspects of drilling horizontally which as I understand it are due to the Department of Energy, but even bigger was legislation at the state level removing home rule over fracking for localities.
Where did it all start? Cheney's (still secret) energy task force? Or what?

Fracking's been going on for 30 or 40 years here in LA,
without much public discussion, and very close to residential areas. I just found this out last night on the teevee! So now I'm catching up on reading about it.
