Scaevola
Fan Flower
I'm pretty sure this is a Scaevola -- or "Fan Flower" with its distinctive flowers which look cut in half. These have a great bloom that goes very circular. In planters it has a nice trailing effect, in the garden it's drought resistant. Lots of hybrids and pink/blue colors, pretty much an annual for everyone but twig in zone 10.
Does well in hot southwestern climes. 12-18" high, a late summer through Fall blooming plant. :-)
