HCR pre-existing conditions program in FAIL mode

I'm shocked. It turns out the plan is more expensive than expected (it's priced like individual plans, can you believe it). So that rules out the poor, which includes a lot of people that health expenses made poor. And if you already had some kind, any kind of solution -- even if it was the ER or charity -- would you put that solution at risk by going into the health insurance system? Not me.
