I wouldn't react too quickly
This smells like "the Post Office is going to charge for e-mail".
What could possibly be secret about a treaty on copyright? There is an existing international accord on copyright, and we regularly complain when other countries, like China, make almost no effort to enforce their copyright laws, but other countries have different copyright laws. For example, no one recognizes patents on software other than the US. In the rest of the world it is subject to copyright, not patent.
It's not that I doubt that the media conglomerates wouldn't like some of the things discussed in these "leaks", but you would need Congressional approval for anything to be done about the provisions.
