ActBlue is a clearinghouse "PAC" through which individuals and groups can solicit donations.

BlueAmerica is one of those groups -- basically a few bloggers who promote one set of candidates.

What ActBlue does is make it possible for groups like BlueAmerica to solicit donations without having to do all the paperwork and filing associated with actually being a PAC.
